Resident Engineer

Category: Construction Management

Role and Responsibilities:

Provide professional Construction Management / Construction Support services per the client’s General Provisions (State), General Terms and Conditions (City) and all construction documents including permits.

Qualifications:

  • Bachelor’s degree in Civil, Mechanical, Electrical Engineering.
  • Licensed Professional Engineer.
  • 10+ years of experience in construction related work.
  • Thorough knowledge of construction practices, and the ability to read and interpret plans and specifications.

  • Lead and manage the field staff including the project engineer, clerk/project administrator, and construction inspector.
  • Be the liaison between the Client and Contractor.
  • Upholds all safety policies and standards.
  • Approves invoices and manage billing process.
  • Maintains fiscal monitoring and control on project.
  • Oversee all phases of construction project timeline, including scheduling, planning, critical path analysis, and contract administration.
  • Coordinate/conduct project “kick-off” meeting to establish line of communication, know who the various teams are and present the CM&E team.
  • Ensure contract activities meet the pre-determined schedule.
  • Identify area that may delay the project start date.
  • Provide project constructability review.
  • Develop schedule for submission of permits, submission of COCs/Shop Drawings, reinforcing steel fabrication, and pre-cast structures.
  • Establish time limit for processing response to an RFI, submittals, and change order proposals.

  • Conduct weekly progress OAC/OEC meetings with the contractor and client.
  • Performs site visits and monitors progress of construction activities on a regular basis.
  • Review change order proposals, negotiate agreeable cost(s), prepare, and process Contract Change orders.

  • Review weekly and monthly projects status reports.
  • Conduct periodic in-house review/training of HDOT procedures.
  • Conduct periodic in-house review/training of quality assurance.
  • Conduct periodic in-house review of project documents.
  • Review and sign “Weekly Statement of Working Days”.
  • Work with the staff and State personnel to resolve contractor claims.
  • Assist the State on preparation of Fiscal Amendments if necessary.
  • Review and assist the State Staff on adequate Traffic Control and Environmental Compliance.
  • Assist State Staff on Utility Agreement issues and Utility meetings and Close-Outs.
  • Assist State Staff on ROW issues if applicable.
  • Ensure that projects are on schedule and within appropriate budget.
  • Develop and maintain a checklist to complete and close the project.

Project Engineer

Role and Responsibilities:

Assist the Resident Engineer in providing Construction Management / Construction Support services per the client’s General Provisions (State), General Terms and Conditions (City) and all construction documents including permits.

Qualifications:

  • Management of the field staff including the clerk/project administrator and construction inspector, including review of inspectors’ work (i.e., diary, JCs, AC reports, etc.)
  • Administer the construction contract.
  • Provide quality customer service and support.
  • Update computer skills, as necessary.
  • Use the computer software as directed by the owner.
  • Develop and maintain a submittal register; ensure all submittals are processed for approval; approved prior to start of work, and copies provided to required agencies/parties. Ensures JCs are complete and processed correctly.
  • Develop and maintain control logs (Issues Log, RFI/RRFI Log, RFP/CO Log, Submittal Register, Materials Sampling & Testing Log, Issues, Complaints, etc.)
  • Develop and maintain Field Book, Field Measurement Book, Ledger and prepare the Contractor’s Monthly Progress Payments.
  • Ensures inspectors/contractors are provided with a copy of all required approved submittals, project plans, specs, agenda(s), PCDs, etc. – verify as necessary.
  • Coordinate and prepare schedule for construction inspectors during contractor work hours.
  • Coordinate with Construction Inspectors and ensure all pertinent information is passed on and noted.
  • Assist Resident Engineer on issuing PCDs, RFPs, cost negotiations, preparation of Contract Change Orders.
  • Assist Resident Engineer on preparation of any Contract Amendments if applicable.
  • Review and process RFI’s, submittals, project changes.
  • Prepare agendas and minutes for project weekly meetings.
  • Prepare Weekly Statement of Working Days.
  • Prepare and update the HDOT “Project Summary of Materials”
  • Prepare and submit to HDOT the Weekly Lane Closure Report
  • Prepare various reports, as necessary.
  • Review contractor’s certified payrolls for compliance with Wage Rate Schedule and/or Davis Bacon Rates
  • Perform daily work site visits.
  • Ensure and verify Contractor has notified Hawaii One Call before start of any work.
  • Ensure and verify Contractor has notified appropriate Departments and Agencies prior to any work as noted in Construction Plan Notes.
  • Ensure project SWPPP and or Site Specific BMP are in compliance.
  • Check for compliance of other environmental requirements such as Solid Waste, 401&404, etc.
  • Ensure project Traffic Control Plans and/or Typical Lane closures are in compliance
  • Investigate and respond to constituent’s complaints.
  • Perform other duties as assigned.

Construction Inspector

Category: Construction Management

Role and Responsibilities:

Under the supervision of the Resident Engineer / Project Engineer the construction inspector independently inspects all phases of public works, construction, and major maintenance projects, such as building, wharves, piers, pipelines, breakwaters, seawalls, paving and dredging, for conformance with plans, specifications, contracts, regulations, and standard methods of work; assures compliance with designs, specifications and applicable workmanship, material and safety codes and standards.

Qualifications:

  • 5+ years of construction inspection experience.
  • Understanding of construction means and methods.
  • Able to read and understand project contracts, specifications, and drawings.
  • Construction Experience with familiarity with construction activities and scheduling.
  • Proficient in Microsoft Office (Word and Excel).
  • Good at managing personalities in a construction environment.
  • ACI / HDOT Certified in material sampling (Concrete, Bituminous, Soil & Aggregates).

  • Obtain from PE/RE all approved submittals, TCPs, SWPPPs, permits and all documents prior to start of actual construction.
  • Have all up to date permits in hand and ensure permit requirements are followed.
  • Work with contractor on project vertical/horizontal controls and limits.
  • Prepares Daily Inspector Report/Diary to include all activities inspected and record statement when work is checked and found constructed according to plans and specifications.
  • Inspect work performed by contractor for conformance and in accordance with project plans, specifications, and all referenced construction documents (Standard Details, Standard Specs, Addendum, PCDs, etc.).
  • Inspect project SWPPP requirements are in compliance.
  • Inspect that other environmental requirements are in compliance.
  • Inspect project Traffic Control Plans and/or typical lane closures are in compliance.
  • Assure delivered materials are submittals that were reviewed and approved.
  • Assure that Buy America Steel Provisions are met.
  • Ensure contractor does all their required quality control testing.
  • Prepare Force Account Worksheets as directed by the PE/RE.
  • Prepares Daily Asphalt Paving Reports
  • Identify testing/sampling to be performed, frequency, where and when it is required and develop a testing plan.
  • Prepares JC Sample Cards
  • Performs material sampling based on the State of Hawaii “Sampling and Testing Guide for Acceptance and Verification” and submit samples to Testing Labs after reviewed by the PE and/or RE.
  • Post quantities in Measurement Book / Field Book / Ledger (FM/FB & Ledger developed and maintained by PE).
  • Prepare and complete “Field Compaction Test Form” and “Field Compaction Test Log” (Developed and maintained by PE).
  • Conduct Equal Employment Opportunities (EEO) labor interviews.
  • Informs Foreman and Project Engineer of deficient work / implement corrective work as required by Specs – develop and maintain Deficiencies Log.
  • Prepare and maintain an updated project as-built plans.
  • Use mandated software if applicable.
  • Responsible for other inspection duties as assigned.
